At the Russian Investment Forum in Sochi focused on the national projects, shareholder of ChelPipe Group Andrei Komarov took part in a plenary session entitled Factors of Success: Ideas, Personnel, and Competences. It was chaired by Russian Prime Minister Dmitry Medvedev.
Public officials, along with the expert and business communities, discussed plans for the implementation of key strategic development projects in Russia, in particular the national Education project. Among the participants were the Governor of the Perm region Maxim Reshetnikov, ASI Director General Svetlana Chupsheva, and President of the Skolkovo Moscow School of Management Marat Atnashev. The prime minister noted the importance of implementing practice-oriented educational programs and urged the real economy to be more actively involved in the development of the education system.
Andrei Komarov spoke about the work carried out by ChelPipe Group in this area in recent years, which has made it possible to achieve high results in training personnel and to build a system of continuing professional education in a single-industry city. He thanked the Government of the Russian Federation for supporting changes to the Tax Code, which made it possible to include the costs of employee training in the dual learning model in the category of production costs not subject to income tax.
In accordance with the national project, the state will allocate 156.2 billion rubles before 2024 with the aim to increase the competitiveness of vocational education, of which about 60 billion rubles will be invested in the secondary vocational education system. Considering the amount of investments made by our company alone, it is clear that state funds are not enough, and more changes are needed to actively engage businesses in the development of education. We propose to amend the Tax Code, which will allow enterprises that invest in the modernization of educational infrastructure to make an investment tax deduction, that is, to reduce the amount of income tax by the amount of expenses incurred.shareholder of ChelPipe Group
In his closing remarks, Russian Prime Minister Dmitry Medvedev supported the idea of improving Russian tax legislation in order to stimulate investment in the development of secondary vocational education.
The Future of White Metallurgy corporate education program was launched in 2011 after large-scale investment projects implemented by ChelPipe Group and is now developing in the form of a public-private partnership in three regions in which the company operates: Chelyabinsk and Sverdlovsk regions, as well as in the Republic of Tatarstan. The program is based on the dual education system: 60% of the training takes place under the conditions of real industrial production. The total investment in the Future of White Metallurgy has amounted to more than 2 billion rubles. The system of continuous vocational education, created in line with the "school–college–enterprise–university" model, ensures that graduates of the Future of White Metallurgy program a job in production, guaranteed employment, and a steady income at 18 years of age, and allows them to become competent engineers with real work experience by age 25. In 8 years, more than 900 students have graduated, and now more than 1,800 people are enrolled in the program.
The topic of vocational education was continued in the framework of the discussion at the round table, State and Business for the Modern School: New Interaction Possibilities within the National Project "Education," where one of the participants was Minister of Education Olga Vasilyeva. In his speech, Andrei Komarov spoke about the experiment carried out at Pervouralsk Metallurgical College for introducing the management company to the college as a prospective model. The purpose of the model is to allow for the secondary vocational educational institution to build an employer-oriented educational process, involve the employer in optimizing economic and administrative functions, and introduce lean manufacturing technologies on the basis of already proven successful practices adopted at manufacturing plants.
Also as part of the forum, Andrei Komarov took part in the meeting held between Prime Minister Dmitry Medvedev and the business community.
