The pipeline was designed to supply feedstock to refineries in the Western Soviet Union and to Europe. The project was implemented as part of the All-Union Komsomol shock construction in 1977–1981. The builders overcame around 1,450 natural and artificial obstacles, working their way through more than 400 km of wetlands and over 350 km of water barriers, among other things. The 3,250 km-long pipeline reached its design capacity in 1987. It can carry more than 120 mt of oil per annum, the largest consumer being the Novopolotsk Petrochemical Cluster.
