Vysota 239 is Europe's largest plant manufacturing large-diameter pipes. It was launched in 2010 at ChelPipe, and the official ceremony was attended by Vladimir Putin.

Vysota 239 is the first investment project in the steel industry covered by state guarantees. At the end of 2008, ChelPipe was included in the list of the country's strategic facilities, and in early 2010, Gazprombank provided a RUB 5 bln loan to complete the plant.
This production facility fully provides the Russian fuel and energy sector with large-diameter pipes, and there is no need to import LDP any more. ChelPipe Group's strategic partner for LDP production at Vysota 239 is Magnitogorsk Iron and Steel Works, which successfully completed its Mill 5000 project.
